ANCGP welcomes the Gauteng Medium-Term Budget Policy Statement
Given the highly constrained fiscal environment, the policy statement had to look at ways of optimising the limited resources at the disposal of the state to achieve maximum impact on the service delivery front in line with the ambitious plan of Growing Gauteng Together.
The commitment made by MEC Nkomo-Ralehoko to prioritize the allocation of resources to priority areas is commendable.
The ANC notes that expenditure has been revised upwards by R443,9 million increasing the 2019/20 provincial budget to R132.9 billion towards the acceleration of service delivery.
This will enable various departments such as education to continue delivering much needed school infrustructure, for community safety to deploy mobile safety kiosks to strengthen programmes like O Kae Molao to create a safer Gauteng, for the health department to continue rendering quality healthcare to residents of our province amongst others.
The continued prioritisation of poverty alleviation programmes in the mini budget confirms the ANC-led government’s commitment to social security and ensuring the poor of the poorest are cushioned against the harsh economic climate.
Investment in infrastructure service delivery needs to be fast tracked and as such the ANC is pleased at the progress made to finalise Gauteng’s five-year infrastructure project pipeline to catalyze the economy.
We applaud the resolve to arrest the provincial wage bill so as to ensure that resources are directly channeled to service delivery.
While the ANC acknowledges the efforts of 15 departments and entities of the Gauteng Government to maintain their clean audit status in the 2018/19 financial year we remain extremely worried at the regress shown by some departments and entities who were unable to sustain the positive results of the previous year.
Firm action will have to be taken to hold those responsible accountable and to ensure that the situation is improved.
The ANC Gauteng Province is of the view that Gauteng should continue to aggressively leverage its strategic position as a leading destination for Foreign Direct Investment in Africa to attract more Investments and grow our economy. This includes removing barriers to doing business in the province.
We therefore welcome the steady improvement in the payments of suppliers within 30 days, with 7 departments now at 100% payments and 5 at 95%, as this is critical especially to the sustainability of Small Micro Medium Enterprises which are the backbone of our economy.
